SCP Le Guerer, Bouniol-Brochier, Lassalle-Byhet is a law firm before the Council of State (Conseil d’Etat) and the Cour de cassation, which advises and represents its clients, including through legal aid, before the Council of State (Conseil d’Etat) and the Cour de cassation.

Raphaële Bouniol-brochier
Raphaële Bouniol-Brochier is a graduate of Sciences-Po Paris (public affairs), the ESCP Business School (Grande École programme) and the University of Paris I Panthéon-Sorbonne (public law).
She worked with business law firms in London and Paris in the areas of competition law and public law. She then joined a law firm acting before the Council of State and the Cour de cassation and and then become herself a Lawyer at the Council of State and the Cour de Cassation.
She has developed a particular expertise in Economic Law (Competition Law, Regulatory Law, sanctions of Independent Administrative Authorities, Public business law, Public contracts) and in Fundamental Rights, Constitutional Law and Environmental Law. She is also active in other general areas of law, including Private Law, Commercial Law, Corporate Law, Labour Law and Criminal Law.
As an extension of his activity, Raphaële teaches banking and financial regulation law at Sciences Po Paris.

Martin Le Guerer
Martin Le Guerer holds a post-graduate degree in Intellectual Property Law from the University of Paris II Panthéon-Assas and is a graduate of Sciences-Po Paris (Master’s degree in Economic Law).
After three years within the Intellectual Property team of Lovells (2006-2008), he joined Carole Thomas-Raquin’s team in 2009 and acquired, at her side, a solid expertise in Private Business Law, Healthcare, Life Sciences and Intellectual Property Law, while training in administrative and criminal cassation.
Lawyer at the Council of State and the Cour de Cassation since 2018, he mainly intervenes in Private Law and has also developed a multidisciplinary practice in Public Law and Criminal Business Law. He is a member of numerous professional associations in the field of intellectual property.

Vincent Lassalle-Byhet
Vincent Lassalle-Byhet is a graduate of Sciences-Po Paris (School of Law), and the University of Paris I Panthéon-Sorbonne (Private Law). He has developed a particular expertise in Contract Law, Civil liabiliy, Criminal Law and Procedure, and in Fundamental Rights, as well as Nationality Law.
He was also elected second secretary of the Conférence du stage des avocats au Conseil d’État et à la Cour de cassation (2021-2022). As part of his duties, he handled criminal cassation cases previously handled by secretaries of the Conférence du stage du barreau de Paris, as part of the partnership between the two Conférences.
His practice covers all areas of law, including civil, administrative, criminal and employment law.
As an extension of his activity, Vincent regularly provides training in Nationality Law.

Bernard Hémery
Bernard Hémery, who holds a PhD in public law and is a graduate of Sciences-Po Paris, was an assistant in Public Law and Constitutional Law at the University of Paris II Panthéon-Assas, first secretary of the Conférence du stage des avocats aux Conseils and then a lawyer at the Council of State and the Court of Cassation from 1992 to 2022. He also taught comparative civil, criminal and administrative annulment techniques (technique de cassation) at the University of Paris II Panthéon-Assas in the context of a partnership with the Ordre des avocats aux Conseils.

Carole Thomas-Raquin holds a postgraduate degree in General Private Law from the University of Paris II Panthéon-Assas and has been a lawyer at the Council of State and the Cour de Cassation since 1986. In addition to her expertise in Intellectual Property Law, Healthcare and Life Sciences and Commercial Law, she is active in all areas of Private Law. She taught Civil Law at the University of Panthéon-Sorbonne and cassation in civil matters at the Institut de Formation et de Recherche des Avocats aux Conseils. She is a member of numerous professional associations in the field of intellectual property.
